Cctv Surveilance

My neighbour just poisoned £200 of plants along my hedge! What can i do?
He hates me as I am a 'foreigner' ie from another country but with a british passport. He has in the past assaulted me, broken my car window, parked so I cannot use my parking space, has my house under constant CCTV surveilance, spat at me, insulted me, been racist towards me and is making my life hell. The powers that be say I have no proof as it always happens when there are no witnesses. Now the plants I planted for privacy along my back fence have died in 5 days, after suspicious white powder was poured over them. He insists that an illegal cable that runs through my loft is legal, and has taken me to court to keep it there, - it is a home made installation, and was installed as a favour by the previous owner. As I say, he has made my life hell - can anyone help?
I'm sorry that you're having such a tough time. You are being bullied, plain and simple. Do you have any other neighbours who might be more sympathetic and lend you support?
I think the only way you can really combat this is to set up some discreet CCTV surveilance of your own. That way you will have evidence of any illegal or anti-social behaviour that he may display.
There have been many news cases where individuals or neighbourhoods have used CCTV footage of anti-social behaviour to help their plight. If you are housed by the council or a housing authority, it may be that this type of evidence could help one of you to move. If you really are unable to do this, it may still help to keep a dated journel documenting each and every action he takes against you. Some of it may be viewed as subjective but it might help to build up the bigger picture for the 'powers that be'. Another neighbour may well be prepared to back you up or act as a witness. Good luck.
(Edited to add: I just read the previous person's answer - some great suggestions there too!)
